They do not give details for how they track clicks due to abuse by AdSense publishers who might try to cheat the system. As an AdSense Publisher, you have to trust Google is playing fair and I have no reason to believe they wouldn’t.

The costs range from site to site but you can get a domain between $7 and $15/yr and hosting is usually between $3 and $10/month. You can create a website at any age, but obviously you need access to a credit card to purchase the domain name and hosting. Although, some affiliate programs like Google AdSense have age requirements (18 I believe)
